Appropriates $576,786,400 for fiscal year 2019 (July 1, 2018 - June 30, 2019) to four-year universities and the Office of the State Board of Education, with $206,958,700 to Boise State University, $149,286,700 to Idaho State University, $178,804,000 to University of Idaho, $35,521,200 to Lewis-Clark State College, and $6,215,800 for systemwide programs.

Reappropriates any unexpended and unencumbered dedicated fund balances from fiscal year 2018 for nonrecurring expenditures during fiscal year 2019.

Exempts the State Board of Education and Board of Regents from Idaho Code Section 67-3511 limitations, allowing unlimited transfers between object codes and programs for appropriated funds, except that legislative appropriations cannot be transferred between different funds without express legislative approval.

Directs up to $902,600 from systemwide appropriations for the Office of the State Board of Education to fund systemwide needs benefiting all four-year institutions, including accountability and information transfer projects.

Directs approximately $1,960,500 from systemwide appropriations to support the Higher Education Research Council's mission, including infrastructure awards, matching grants, and competitive grants through the Idaho Incubation Fund program.
