Appropriates $310,044,600 for Public Schools Educational Support Program/Division of Children's Programs for July 1, 2018 through June 30, 2019, consisting of $56,904,700 from General Fund, $4,024,900 from cigarette/tobacco/lottery taxes, and $249,115,000 from Federal Grant Fund.

Transfers $56,904,700 from General Fund to Public School Income Fund and appropriates $310,044,600 from Public School Income Fund ($60,929,600) and Federal Grant Fund ($249,115,000) for education expenditures.

Sets Idaho Digital Learning Academy tuition cap at $75.00 per enrollment and directs funds for remedial coursework ($4,715,000), limited-English proficiency programs ($4,820,000), gifted and talented student programs ($1,000,000), and digital content purchases ($950,000).

Distributes $4,024,900 in tobacco/cigarette/lottery tax revenue to school districts and charter schools for school safety improvements and substance abuse prevention through base amount of $2,000 plus prorated per-student allocation.

Transfers $80,000 to Commission on Hispanic Affairs for substance abuse prevention and $200,000 to Idaho State Police for forensic toxicology lab capacity; requires independent evaluations of Literacy Intervention Programs and Mastery-Based Education Program by February 1, 2019.
