Appropriates $39,273,000 to the Superintendent of Public Instruction for fiscal year 2019 (July 1, 2018 through June 30, 2019), allocated across personnel costs ($13,887,000), operating expenditures ($16,815,000), capital outlay ($139,500), and trustee and benefit payments ($8,431,500).

Funds come from multiple sources including General Fund ($14,519,800), Federal Grant Fund ($14,467,800), Driver's Training Fund ($2,451,400), Broadband Infrastructure Fund ($2,700,000), and several other designated funds.

Authorizes no more than 142.00 full-time equivalent positions during the fiscal year period, with any increases requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.

Prohibits distribution or expenditure of appropriated funds for school district or charter school wireless technology infrastructure.

Permits use of appropriated funds to maintain the legacy Idaho Reading Indicator but prohibits funds from being used for contracts to redesign or replace it.
