Appropriates $75,963,200 to the Division of Career Technical Education for fiscal year 2019 (July 1, 2018 through June 30, 2019), distributed across State Leadership & Technical Assistance ($3,315,400), General Programs ($20,871,700), Postsecondary Programs ($46,312,600), Dedicated Programs ($1,627,000), and Related Services ($3,836,500).

Exempts the Postsecondary Program from object transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between budget object codes for fiscal year 2019, while prohibiting transfers between funds without explicit legislative approval.

Directs repurposing of up to $598,900 previously appropriated for fiscal year 2018 for a dental hygiene program at College of Western Idaho to support a practical nursing program at the same institution.

Reappropriates any unexpended and unencumbered balances of dedicated funds and federal funds from fiscal year 2018 for nonrecurring expenditures during fiscal year 2019.

Transfers $90,900 from the Seminars and Publications Fund within the Division of Career Technical Education to the Division of Human Resources Fund, effective July 1, 2018.
