Appropriates $46,926,600 to the State Board of Education for Community Colleges for fiscal year 2019 (July 1, 2018 through June 30, 2019).

College of Southern Idaho receives $14,464,000 ($11,944,500 personnel, $1,894,100 operating, $625,400 capital).

College of Western Idaho receives $14,138,900 ($9,983,500 personnel, $4,155,400 operating).

North Idaho College receives $13,109,900 ($10,999,200 personnel, $1,869,700 operating, $241,000 capital).

College of Eastern Idaho receives $5,213,800 ($5,205,400 personnel, $8,400 operating).

Exempts the State Board of Education for Community Colleges from transfer limitations under Idaho Code Section 67-3511(1), (2), and (3), allowing unlimited transfers between object codes and programs, but prohibiting transfers between funds without express legislative approval.
