Appropriates $66,620,100 to the Department of Environmental Quality for fiscal year 2019 (July 1, 2018 through June 30, 2019) across six program areas: Administration and Support Services, Air Quality, Water Quality, Coeur d'Alene Basin Commission, Waste Management and Remediation, and Idaho National Laboratory Oversight.

Authorizes the Department of Environmental Quality to maintain no more than 386.00 full-time equivalent positions during fiscal year 2019, with the Governor able to authorize increases subject to Joint Finance-Appropriations Committee notification.

Transfers $1,500,000 from the Water Pollution Control Fund to the Environmental Remediation (Basin) Fund for Superfund cleanup projects in the Coeur d'Alene Basin and requires the department to file annual reports on remediation progress and expenditures.

Designates $500,000 of General Fund appropriations for a statewide grant program supporting agricultural Best Management Practices (BMPs) in high-priority watersheds to improve water quality and meet Total Maximum Daily Loads (TMDLs) objectives.

Reappropriates up to $500,000 in unexpended fiscal year 2018 funds from the General Fund for agricultural Best Management Practices nonrecurring expenditures.
