Appropriates $115,770,100 to the Department of Health and Welfare for Child Welfare, Services for the Developmentally Disabled, and Service Integration programs for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 744.51 full-time equivalent positions across the department: 404.80 for Child Welfare, 180.96 for Community Developmental Disability Services, 123.75 for Southwest Idaho Treatment Center, and 35.00 for Service Integration.

Appropriates an additional $1,781,400 for the Child Welfare Program for fiscal year 2018 and authorizes 9 additional full-time equivalent positions, with a requirement that the department submit a staffing plan addressing caseload, workload, recruitment, and retention by October 1, 2018.

Allocates $1,600,000 from fiscal year 2018 appropriations to Public Health Districts for home visitation services across all 44 Idaho counties, with specific funding amounts designated for each of the seven districts.

Declares the department responsible for educational needs of school-age children in its custody and requires maintaining Head Start appropriations from Temporary Assistance for Needy Families funds at fiscal year 2007 levels; declares Sections 8-11 an emergency effective upon passage.
