Appropriates $88,276,300 to the Department of Labor for fiscal year 2019 (July 1, 2018 through June 30, 2019) across five programs: Unemployment Insurance Administration, Employment Services, Wage and Hour, Human Rights Commission, and Serve Idaho.

Unemployment Insurance Administration receives $33,401,400 total, funded through Unemployment Penalty and Interest Fund, Miscellaneous Revenue Fund, and Federal Grant Fund.

Employment Services receives $50,411,200 total, the largest allocation, funded through multiple sources including $11,000,000 in trustee and benefit payments from Federal Grant Fund.

Authorizes the Department of Labor no more than 681.58 full-time equivalent positions during the fiscal year period, unless specifically authorized by the Governor.

Joint Finance-Appropriations Committee must be notified promptly of any additional positions authorized by the Governor.
