Appropriates $700,814,600 to the Idaho Transportation Department for fiscal year 2019 (July 1, 2018 through June 30, 2019) across Transportation Services, Motor Vehicles, Highway Operations, and Contract Construction & Right-of-Way Acquisition divisions.

Authorizes no more than 1,648.00 full-time equivalent positions for the Idaho Transportation Department during fiscal year 2019, with notice required to Joint Finance-Appropriations Committee for any Governor-authorized increases.

Designates moneys transferred to the Local Bridge Inspection Fund and Railroad Grade Crossing Protection Fund as continuously appropriated to the Idaho Transportation Department for stated purposes.

Transfers $25,000 from the State Highway Fund to the Department of Commerce Tourism and Promotion Fund on July 1, 2018, for Gateway Visitor Centers matching fund support.

Reappropriates unexpended fiscal year 2018 balances from State Highway, Strategic Initiatives Program, and Transportation Expansion and Congestion Mitigation funds for Contract Construction projects; authorizes transfer of up to $4,800,000 from State Highway Fund to GARVEE Debt Service Fund for federal bond payment matching requirements.
