Appropriates $28,306,100 to the Division of Vocational Rehabilitation for fiscal year 2019, distributed across Extended Employment Services, Vocational Rehabilitation, and Council for the Deaf and Hard of Hearing programs from multiple funding sources.

Authorizes no more than 154.00 full-time equivalent positions during July 1, 2018 through June 30, 2019, with the Joint Finance-Appropriations Committee to be notified of any Governor-authorized increases.

Prohibits transfer of trustee and benefit payment funding in the Extended Employment Services Program to any other budgeted program or expense class during fiscal year 2019.

Requires the Division of Vocational Rehabilitation administrator to review fee-for-services levels with community rehabilitation providers and report findings and recommendations to the Joint Finance-Appropriations Committee during the 2019 legislative session.

Reappropriates up to $80,000 from unexpended fiscal year 2018 General Fund balances for a one-year rate increase to community rehabilitation providers from July 1, 2018 through June 30, 2019.
