Appropriates $83,069,100 to the Department of Health and Welfare for fiscal year 2019 (July 1, 2018 through June 30, 2019) across four divisions: Independent Councils ($9,082,000), Indirect Support Services ($48,720,200), Healthcare Policy Initiatives ($17,945,400), and Licensing and Certification ($7,321,500).

Authorizes 389.10 full-time equivalent positions: Developmental Disabilities Council (6.00), Domestic Violence Council (4.00), Indirect Support Services (299.60), Healthcare Policy Initiatives (7.60), and Licensing and Certification (71.90).

Prohibits transfer of trustee and benefit payments funds to other expense classes during fiscal year 2019 and requires monthly Medicaid tracking reports comparing budget to actual expenditures.

Mandates biannual reports on Medicaid Program Integrity Unit collections, program transfers between budget units, monthly staff vacancy reports, and biannual facility licensing and certification status reports addressing staffing retention issues and inspection backlogs.

Requires annual reporting on State Healthcare Innovation Plan (SHIP) grant implementation status by December 31, 2018, including feedback from private insurers and providers on transitioning from fee-for-service to capitated healthcare delivery models.
