Legislature declares families are the fundamental unit of society and should be empowered to provide their own food, clothing, housing, healthcare, and social services rather than relying on government programs.

Attributes growth in government budgets over the last 100 years primarily to healthcare, education, and poverty/entitlement programs that historically were family responsibilities, arguing government provision creates higher overhead costs and crowds out family responsibility.

Encourages healthcare policies including funded health savings accounts allowing families to increase access to primary and preventative care.

Encourages education policies including mastery-based learning giving students control over what and how they learn, expansion of career technical education and apprenticeships for high school students, and education choice programs both inside and outside traditional public schools.

Urges Department of Health and Welfare to create a pilot program helping poverty participants achieve financial independence and self-sufficiency rather than expanding the size of public assistance programs.
