Authorizes the Legislative Council to appoint a committee to continue studying campaign finance reform issues that were initially examined by a working group in 2017.

Committee shall study modernization and simplification of sunshine laws for campaign finance disclosures by candidates, lobbyists, and political action committees, plus technology requirements for a single database through the Secretary of State's website.

Legislative Council determines the number and partisan composition of committee members and may authorize nonlegislative advisors from interested parties to provide input.

Nonlegislative committee members shall not receive reimbursement from legislative funds for expenses and shall have no voting privileges on recommendations or proposed legislation.

Committee must report findings, recommendations, and any proposed legislation to the First Regular Session of the Sixty-fifth Idaho Legislature.
