Authorizes the Legislative Council to appoint a committee to study pharmacy benefit manager transparency in Idaho.

Notes that the three largest pharmacy benefit managers control 78% of prescription drug benefit transactions, creating a need for transparency oversight.

Committee shall examine covered prescription drug lists, reimbursement calculation methodologies, and provide the Idaho Department of Insurance with oversight authority.

Committee may include both legislative members (appointed by Legislative Council) and nonlegislative members appointed by committee cochairs, with nonlegislative members receiving no voting privileges or legislative fund reimbursement.

Committee must report findings, recommendations, and any proposed legislation to the First Regular Session of the Sixty-fifth Idaho Legislature.
