Establishes a multistate practice of pharmacy framework allowing pharmacists, pharmacy interns, and technicians licensed in other states to practice in Idaho under mutual recognition agreements without obtaining an Idaho license, provided they meet specified requirements including fingerprint-based criminal history checks and maintain their primary state of residence.

Creates new provisions regarding drug donations for animals, permitting owners to donate unused animal drugs to licensed veterinarians who may reissue them without charge to financially unable clients, nonprofit animal shelters, or pounds.

Modifies pharmacy facility registration requirements by clarifying that only the person in charge (PIC) of a nonresident facility must be registered with the board, streamlines application procedures, and revises violation and penalty provisions.

Repeals sections 54-1734 (possession of legend drugs), 54-1735 (patient medication records), and 54-1763 (board duties and powers), and makes section 54-1770 (notification of drug product selection for epilepsy drugs) null and void effective July 1, 2021.

Clarifies prescription drug order validity requirements, allows prescribers licensed outside Idaho to issue prescriptions when acting within their license authority, and permits healthcare providers to prescribe antimicrobials for exposed individuals and antibiotics for named sexual partners of sexually transmitted disease patients per clinical guidelines.
