HB 11 Summary

• Revises Schedule I controlled substances by adding fentanyl-related substances as a catch-all category covering any substance structurally related to fentanyl with specified chemical modifications, and adds specific substances including cyclopentyl fentanyl, cyclopropyl fentanyl, isobutyryl fentanyl, ocfentanil, and para-chloroisobutyryl fentanyl.

• Modifies Schedule III by adding an exclusion for bupropion in the substituted cathinones definition to prevent that pharmaceutical from being classified as a controlled substance.

• Expands Schedule V to include brivaracetam, ezogabine, lacosamide, pregabalin, and pyrovalerone as depressant/other controlled substances, and adds approved cannabidiol drugs derived from cannabis with no more than 0.1 percent residual THC.

• Declares an emergency effective date so the act takes effect immediately upon passage and approval.
