Amends the definition of "aggravated offense" in Section 18-8303 to include any offense listed in Section 18-8304 if the victim was below age 13 at the time of the offense or if the offense is substantially similar under laws of another jurisdiction, military court, or foreign country.

Revises Section 18-8304 to specify that rape convictions under 18-6101(1) are excluded from registration requirements only when the victim is at least 12 years old or the defendant is 18 years old.

Updates the list of sexual offenses triggering registration requirements to include 18-1508A (sexual battery of minor child 16-17 years old) and 18-1509A (enticing a child over the internet).

Clarifies that forcible sexual penetration by foreign object under 18-6608 is subject to registration requirements.

Confirms registration applies to offenders convicted prior to July 1, 1993 if they remain incarcerated, on probation, or parole on or after that date.
