Requires public agencies and political subdivisions to select design professionals, construction managers, and land surveyors based on qualifications and demonstrated competence, and negotiate contracts at fair and reasonable prices.

Applies minimum selection guidelines to professional service contracts exceeding $25,000, including soliciting qualifications statements, establishing selection criteria, ranking qualified firms by preference, and negotiating with the highest-ranked firm.

Allows agencies to establish and select from preapproved lists of at least three qualified persons or firms without requiring additional notice, and permits use of fee and rate information only during contract negotiations, not for ranking qualifications.

Permits agencies to use their own guidelines for professional service contracts under $25,000 based on demonstrated competence and qualifications.

Allows agencies to negotiate extended or new professional services contracts with firms previously awarded associated or phased projects at their discretion.
