Prohibits all public employees from receiving severance pay upon termination from service, and prohibits public employers from providing or paying severance to public employees or former employees.

Defines "public employee" as officers, board members, commissioners, executives, employees, or servants of governmental entities, including elected or appointed officials acting in official capacity.

Defines "public employer" as the state of Idaho (including all branches, departments, divisions, agencies, boards, and commissions) and all counties, cities, districts, and political subdivisions.

Defines "severance pay" as money paid to employees who resign voluntarily (excluding wages, vacation leave payoff, sick leave payoff, and compensatory time) and employer payments toward purchase of membership service.

Repeals Section 67-5342 and Section 67-5342A relating to state employee severance pay and amends Section 59-1363 to remove the provision allowing employers to participate in the costs of purchasing membership service.
