All negotiations between governing bodies and labor organizations must be conducted in open session and be available for public attendance, including negotiations between designated representatives.

Labor negotiation arbitrators, fact finders, mediators, and similar facilitators must meet in open session when meeting with both parties to the negotiation at the same time.

Governing bodies may hold executive sessions only to deliberate on labor contract offers or formulate counteroffers, or to receive information about specific employees with direct bearing on negotiated issues that would violate employee privacy if released.

All documentation exchanged during negotiations, including offers, counteroffers, and meeting minutes, must be subject to public records disclosure laws.

Governing bodies must post notice of all negotiation sessions on the front page of their official website as soon as practicable, and within twenty-four hours at regular meeting physical posting locations if time permits.
