Amends Idaho Code Section 34-1501 to require the Secretary of State to prepare presidential elector certificates according to the National Popular Vote agreement when it governs in a particular year.

Creates new Chapter 16, Title 34, Idaho Code, enacting the Agreement Among the States to Elect the President by National Popular Vote as Idaho law.

Agreement takes effect when states cumulatively possessing a majority of electoral votes enact it in substantially the same form, with Idaho's Secretary of State designated as the chief election official.

Requires the Secretary of State to determine the national popular vote winner by tallying votes from all member states and certify Idaho's electoral votes to the slate receiving the most national popular votes (or the most votes within Idaho in case of a tie).

Agreement terminates if the Electoral College is abolished and allows member states to withdraw except within 6 months before a presidential term ends.
