Establishes the "Motor Voter Act" requiring the Idaho Transportation Department's Division of Motor Vehicles to register eligible electors when they apply for driver's licenses, renewals, corrections, or identification cards.

Directs driver's licensing offices to forward completed voter registration applications to county clerk offices on a weekly basis and on the business day prior to registration closure.

Allows eligible electors to opt out of voter registration at driver's licensing offices.

Permits electors to select political party affiliation or "unaffiliated" status on registration applications, with unaffiliated as the default designation if no selection is made.

Requires poll books for primary elections to include each elector's party affiliation or "unaffiliated" designation, with unaffiliated electors declaring their chosen primary ballot at the polls.
