Establishes the "Youth Mental Health Protection Act" finding that being lesbian, gay, bisexual, or transgender is part of the natural human spectrum and not a disease, disorder, or illness.

Defines "conversion therapy" as practices or treatments seeking to change an individual's sexual orientation or gender identity, excluding counseling that provides support, acceptance, or assistance with gender transition.

Prohibits licensed mental health professionals (psychiatrists, psychologists, social workers, marriage and family therapists, and certified psychoanalysts) from engaging in conversion therapy with persons under 18 years of age, with violations considered unprofessional conduct subject to licensing discipline.

Bars state funds and funds from municipalities, agencies, or political subdivisions from being expended for conducting conversion therapy, referring individuals for conversion therapy, or health benefits coverage for conversion therapy.

Grants the Idaho Department of Health and Welfare concurrent authority to initiate enforcement proceedings for violations.
