Amends Section 54-1732 to add exceptions to legend drug distribution restrictions for opioid antagonists and epinephrine auto-injectors, and allows practitioners to deliver professional samples in original containers with oral directions.

Revises Section 54-1761 definitions to clarify "medically indigent patient" as an Idaho resident unable to afford legend drugs and ineligible for medicaid or medicare, and defines "qualified donor" as donation repositories or members of the public.

Repeals the existing Idaho Legend Drug Donation Act (Section 54-1762) and replaces it with new provisions allowing qualified donors to transfer legend drugs to donation repositories for medically indigent patients.

Establishes requirements for drug donations: public donors must provide manufacturer's original sealed packaging; entity donors can provide sealed or controlled unsealed drugs; repositories cannot accept controlled substances (Schedules II-V) or drugs expiring within 3 months.

Requires donation repositories to comply with all federal and state drug storage laws, inspect drugs for adulteration, dispense only by valid prescription, and maintain separate inventory of donated drugs that cannot be resold.
