Amends Section 59-1302, Idaho Code to revise the definition of "employee" in the Public Employee Retirement System of Idaho (PERSI).

Requires all new employees added to PERSI on or after the effective date must work for an employer in compliance with Internal Revenue Code regulations governing governmental retirement plans.

Requires all new employers added to PERSI on or after the effective date must be in compliance with Internal Revenue Code regulations governing governmental retirement plans.

Maintains existing employee eligibility criteria including: working 20+ hours per week, schoolteachers working half-time or more, elected/appointed officials receiving salary, employees with fewer than five consecutive months of employment who are reemployed within 30 days, and those receiving differential wage payments under federal law.
