• Establishes a unified term "off-highway vehicle" (OHV) encompassing all-terrain vehicles, motorbikes, specialty off-highway vehicles, and utility type vehicles in Idaho recreational vehicle regulations.

• Requires owners of off-highway vehicles and snowmobiles to obtain certificates of number and validation stickers before operation, with annual fees of $12.00 for OHVs and $31.00 for snowmobiles.

• Makes it unlawful to operate an off-highway vehicle or snowmobile while under the influence of alcohol, drugs, or other intoxicating substances on public roadways, highways, or off-highway areas.
