Repeals the existing section 67-7124 and establishes a new nonresident off-highway vehicle (OHV) user certificate requirement effective January 1, 2020, with a $12.00 fee imposed on nonresident owners or applicants of noncommercial off-highway vehicles operating in Idaho.

Requires nonresident OHV user certificates to be valid January 1 through December 31 and display validation stickers in the same manner as provided for numbering off-highway vehicles under section 67-7122.

Defines "nonresident" according to section 36-202, Idaho Code, and allows nonresidents to purchase a restricted vehicle license plate pursuant to section 49-402(4).

Allocates the $12.00 fee as follows: $1.50 retained by vendors as handling fee, up to 15% to the department for administration and production of certificates, $1.00 to the off-highway vehicle law enforcement fund, $1.00 to the Idaho Department of Lands for off-highway vehicle opportunities and damage repair, and remaining funds to the motorbike recreation account.

Amends section 67-7126 to reference both number certificates and user certificates in the fee distribution provisions and clarifies that fee collection does not impose additional liability on the state or its political subdivisions.
