Amends Idaho Code Section 36-1108 to revise the process for handling wildlife damage claims caused by pronghorn antelope, elk, deer, or moose on private property.

Requires landowners to notify the department within 72 hours of discovering damage and submit written claims within 20 days; minimum claim amount is $750 and claims must be attested under oath.

Establishes a three-step dispute resolution process: independent certified insurance adjuster review (costs split equally), followed by arbitration panel if either party rejects the adjuster's determination.

Arbitration panel consists of the fish and game director (or designee), the landowner (or designee), and a mutually-selected third member; panel must render decision within 14 days and selection of one party's damage estimate as binding.

Requires department to process claims within 60 calendar days of receipt and make payment within 45 calendar days if approved; arbitrated claims must be completed within 180 calendar days of filing.
