Amends Idaho Code Section 36-1604 to extend liability protections to landowners who lease public land to the state or governmental subdivisions for recreational purposes, as long as they do not directly charge individual members of the public for access.

Applies liability protections to landowners with conservation easements held by governmental entities or nonprofit organizations, protecting them from liability for injuries to recreational users.

Extends liability protections to governmental entities, nongovernmental organizations, and persons that provide funding, perform maintenance, make improvements, or hold conservation easements on land made available to the public for free recreational purposes.

Maintains that landowners owe no duty to keep premises safe, provide warnings of dangerous conditions, or maintain safety modifications, and that installation or failure to maintain warning signs cannot create liability without another basis for legal liability.

Preserves requirements that recreational users remain liable for any damage to property, livestock, or crops they cause while on the land.
