Revises the apportionment of the Highway Distribution Account with graduated increases to local units of government (38% in FY2021 rising to 40.5% thereafter) and corresponding decreases to the state highway account (57% in FY2021 rising to 59.5% thereafter)

Phases out funding to the law enforcement account from 5% in FY2021 to 0% by FY2025 and thereafter

Establishes separate apportionment for new revenues from electric and hybrid vehicle registration fees under House Bill 312, allocating 40% to local units of government and 60% to the state highway account

Directs the state controller to remit apportioned moneys to local units of government quarterly (January 25, April 25, July 25, and October 25) and to state accounts as funds become available

Requires interest earned on investments of idle highway trust account moneys to be returned to the respective highway trust or asset accounts and subaccounts
