Approved nontraditional educator preparation programs with contracts to recruit and train teachers for schools struggling with teacher recruitment and retention may obtain state funding, subject to appropriation or other available funds.

Programs must match 100% of state implementation costs and demonstrate a documented history of recruiting, training, and retaining high-quality teachers who achieve above-average student academic growth in Idaho and other states.

State funding is limited to 25% of each teacher's annual salary per year for a maximum of two academic years per teacher, triggered when one or more program-recruited teachers enters an employment contract with a local education agency.

Programs and local education agencies must provide verification that teachers fulfill their annual employment contracts and that the local education agency funds the program at a minimum of 10% of the state department's funding contribution.

Corrects technical language regarding reading instruction course requirements for Idaho teachers on interim certificates, alternate routes, or from out of state.
