Defines "Governmental entity" to mean the same as provided in Idaho Code section 6-902 and renumbers existing definitions in Section 36-1604.

Extends liability protections to landowners who lease public land to the state or its subdivisions for recreational purposes, provided the landowner does not directly charge individual members of the public for access.

Expands liability protections to landowners with conservation easements held by governmental entities or nonprofit organizations.

Applies liability protections to governmental entities, nongovernmental organizations, and persons that provide funds, perform maintenance, make improvements, or hold conservation easements for land made available to the public without charge for recreational purposes.

Maintains that landowners owe no duty of care to keep premises safe or warn of dangerous conditions for recreational users, and that users remain liable for any property, livestock, or crop damage they cause.
