• Changes notice of adoption language to state pending rules "must be approved" rather than "may be rejected" by concurrent resolution.

• Specifies that rules imposing or increasing fees or charges cannot become final and effective unless affirmatively approved by concurrent resolution originating in a standing committee that reviewed the rule.

• Modifies temporary rules provisions to require concurrent resolution approval that originated in a standing committee of the House or Senate that reviewed the rule for the rule to remain in effect beyond the next regular legislative session.

• Revises legislative review procedures to clarify that failure to approve a rule via concurrent resolution prevents the agency action from remaining in effect, with the agency responsible for implementing legislative intent including reinstatement of prior rules if applicable.
