Requires the Idaho Department of Health and Welfare to notify parents or custodians in writing upon first direct contact during child abuse, neglect, or abandonment investigations of their rights to remain silent, consult with an attorney, refuse home entry without a warrant, and refuse questioning of minor children on their property.

Allows parents or concerned persons to waive these rights only if the waiver is made voluntarily, knowingly, and intelligently; department cannot question anyone who requests an attorney at any stage or who indicates they do not wish to be questioned when alone.

Mandates that written notifications be made on a standardized form that lists all four rights, indicates whether the investigation is being conducted with or without a court warrant, and includes a signature line and notice that rights can be reasserted at any time during the investigation.
