Establishes legislative intent to preserve the presumption of privacy for all citizens in Idaho Code Section 36-1303.

Requires Fish and Game officers to obtain a warrant or receive consent from the owner or person in possession before conducting searches or inspections, unless evidence is plainly visible to the officer.

Eliminates the previous exception that allowed warrantless searches of automobiles, boats, aircraft, campers, camp trailers, or other moveable vehicles by specifying the warrant requirement applies regardless of whether evidence is in a moveable vehicle.

Preserves the authority of officers to conduct searches incident to lawful arrest without a warrant.

Maintains officers' duty to inspect storage facilities (depots, warehouses, restaurants, hotels, markets, terminals) and search for unlawfully taken wildlife and related equipment when probable cause exists.
