Creates a new felony offense for knowingly circumcising, excising, or infibulating any part of a child's labia majora, labia minora, or clitoris.

Exempts surgical operations that are necessary to the person's health and performed by a licensed medical practitioner, or performed for medical purposes during labor or childbirth by a licensed medical practitioner, midwife, or person in training.

Prohibits custom, ritual, or belief that the operation is required from being considered in determining whether an operation meets the health exception.

Establishes a penalty of imprisonment in state prison for up to life for conviction of this offense.

Modifies the statute of limitations for prosecutions under this offense to three (3) years after the date of initial disclosure by the victim to law enforcement, rather than the standard five (5) year felony limitation period.
