Defines "potato processing producer association" as a nonprofit cooperative with 40 or more members engaged in planting, growing, harvesting, or producing raw potatoes for processing

Defines "potato processor" as any person who fries and freezes potatoes for resale and contracts or purchases from association members; excludes those who only clean, sort, grade, package, or dehydrate potatoes

Requires potato processing producer associations and potato processors to enter in-person negotiations upon written notice on or after October 31 through March 15 of the following year

Mandates good faith negotiations covering price, terms of sale, and compensation for preseason fry contracts; prohibits individual members from negotiating during the negotiation period

Releases both parties from negotiations after March 15 if no agreement is reached, allowing individual members and processors to enter into separate negotiations
