Amends Idaho Code Section 40-1416 to allow countywide highway districts to collect vehicle registration fees from vehicles weighing more than 8,000 pounds, subject to voter approval at general elections held in even-numbered years.

Sets fee caps at two times the amount established in section 49-402 for standard vehicles, up to $75.00 for vehicles covered by section 49-434(1), and up to $75.00 for vehicles covered by section 49-434(8).

Requires that any resolution submitted to county voters must state the exact fee rate and duration, with any increases or extensions requiring separate voter approval by simple majority.

Specifies that election costs for the district must be paid by the county, and that collected fees must be used exclusively for highway construction, repair, maintenance, traffic supervision, and debt service within the district's jurisdiction.

Requires countywide highway districts charging fees under the new provisions to reimburse the Idaho transportation department for any reasonable costs incurred to implement fee collection.
