Adds two new categories of municipal records: "Municipality media recordings" (digital recordings created by municipalities) and "Law enforcement media recordings" (digital recordings created by law enforcement agencies).

Municipality media recordings with evidentiary value may be transferred to law enforcement agencies if requested within 30 days; all municipality media recordings must be retained for at least 30 days before automatic deletion or overwriting.

Law enforcement media recordings with evidentiary value must be retained for at least 200 days; recordings without evidentiary value must be retained for at least 60 days (if not affixed to buildings) or 14 days (if affixed to buildings).

Requires each city council to adopt a records retention schedule by resolution listing various types of city records and their respective retention periods.

Makes technical corrections to existing semipermanent and temporary record retention language by replacing "not" with "no less than" for clarity.
