Requires contractors on state agency service contracts exceeding $100,000 with hourly computer-based work to use software that verifies legitimate hours worked on computers.

Software must track keystroke and mouse event frequency, take screenshots at least every 5 minutes, and provide real-time or retroactive access to collected data for the agency and auditors.

Exempts licensed professionals (architects, accountants, lawyers, engineers, surveyors), inter-agency agreements, and work performed on state devices in state offices from these requirements.

Contractors must store verification data for 7 years, provide free access to the agency and auditors, and cannot charge for software use or data retrieval.

Requirements are effective January 1, 2020 and expire July 1, 2023, with the Department of Administration authorized to designate qualified software and grant exemptions when impractical.
