Establishes Chapter 32 in Title 6 of Idaho Code to define and regulate foreign defamation judgments rendered outside the United States

Makes foreign defamation judgments non-conclusive if rendered under a system lacking impartial tribunals, or if the foreign court lacked personal or subject matter jurisdiction

Prevents recognition or enforcement of foreign defamation judgments if defendant lacked notice, judgment was obtained by fraud, the claim violates Idaho public policy, or the foreign defamation law provided less protection for free speech than Idaho and U.S. constitutions

Grants Idaho district courts jurisdiction to issue declaratory or injunctive relief against persons who obtain foreign defamation judgments against Idaho residents or those with assets in Idaho

Allows actions for injunctive relief to prevent foreign defamation proceedings that frustrate state policy, due process, freedom of speech protections, or constitute vexatious or oppressive conduct
