Establishes definition of "underinsured motor vehicle" as a self-insured vehicle or one covered by liability insurance or indemnity bond with bodily injury or death limits at least equal to those in Idaho Code section 49-117

Designates underinsured motorist coverage as excess coverage that supplements insufficient coverage from the at-fault party's insurance

Prohibits reduction of underinsured coverage limits by amounts paid from the tortfeasor's coverage or any other coverage source

Caps total recovery at the lesser of either the tortfeasor's total legal liability or the applicable underinsured coverage limits

Preserves all other terms and conditions of motor vehicle liability insurance policies providing uninsured or underinsured motorist coverage
