Amends Idaho Code Section 39-1607 to revise food establishment licensing fees effective July 1, 2019, January 1, 2020, and January 1, 2022.

Establishes tiered fee structures based on establishment type: temporary (one day through multiple events), intermittent, mobile with/without commissary, and standard food establishments, with higher fees for establishments with multiple licenses on one premises.

Effective July 1, 2019, authorizes regulatory authorities to assess additional fees for plan review and preoperational inspection ($100), license reinstatement ($18), variance requests ($50/hour), compliance conferences ($100/hour), enforcement and legal services ($150/hour), and operational costs for federal inspections.

Prohibits regulatory authorities from imposing food establishment fees beyond those specified in this section or other applicable law.

Requires regulatory authorities to review food safety inspection program costs and efficiency at three-year intervals and report findings to the Idaho legislature health and welfare committees.

Declares an emergency, making the act effective upon passage and approval.
