Amends Section 23-957, Idaho Code, to clarify that up to 12 liquor licenses may be issued to owners, operators, or lessees of beverage, lodging, or dining facilities within the ownership, boundaries, or leasehold premises of a year-round resort.

Licenses issued to golf courses, ski resorts, cross-country skiing facilities, or waterfront resorts located within a year-round resort count against the maximum 12-license limit.

Prohibits transfer of year-round resort liquor licenses to locations or facilities outside the ownership, boundaries, or leasehold premises of the resort.

Redefines "year-round resort" to require all of the following within resort boundaries: 30+ kilometers of groomed cross-country skiing trails, alpine skiing on 850+ acres with 2+ chairlifts and 2,800+ feet of vertical lift, an 18-hole golf course with 7,000 yards, 12+ miles of mountain bike trails with chairlift access, and 70+ private residences providing overnight lodging and dining for 500+ persons.

Applies the same license fees to year-round resort licenses as prescribed in Section 23-904(10), Idaho Code.
