Creates the Idaho Council on Federal Lands consisting of 8 members: 4 senators appointed by the senate president pro tempore and 4 representatives appointed by the house speaker, each chamber designating one cochair.

Requires members to be appointed based on knowledge of and experience with federal laws and management affecting natural resources on federally administered lands in Idaho.

Directs the council to monitor and review policies regarding federal lands in Idaho relating to jurisdiction, governmental sovereignty, taxation, natural resources, and economic development, and to advise the legislature on state-federal relations issues.

Authorizes the council to facilitate contracts between the federal government and individuals or state and local agencies, and to assist in developing legislation, cooperative policies, programs, and procedures.

Requires the council to meet at least twice yearly with a quorum of 5 members, permits members to hire legal counsel and utilize state government staff and resources, and compensates members according to the citizens' committee on legislative compensation for interim legislative meetings.
