Reduces the maximum registered elector threshold for mail ballot precincts from 125 to 40 electors at the last general election.

Maintains the April 1 deadline in even-numbered years for county commissioners to designate mail ballot precincts.

Revokes mail ballot precinct designation if the precinct grows to 151 or more registered electors at the last general election.

Requires county clerks to mail ballots to all registered voters in mail ballot precincts between 24 days and 14 days before election day with prepaid return postage.

Allows election day registration and voting at the clerk's office for mail ballot precinct residents who have not previously registered.
