Revises the definition of "shipper" to require proper federal and state licensing, active engagement in packing and shipping of potatoes in interstate commerce, and explicitly prohibit providing primary management to a growing or processing operation.

Revises the definition of "grower" to clarify that a person must be actively engaged in growing potatoes on 5 or more acres in Idaho and must not provide primary management to a shipping or processing operation.

Revises the definition of "processor" to specify engagement in processing potatoes in the state of Idaho for human consumption.

Prohibits the Idaho Potato Commission from promulgating rules relating to the amended definitions of "shipper," "grower," and "processor" for one (1) year from the effective date of the act.

Declares an emergency, making the act effective upon passage and approval.
