HB 192 Summary

• Sets aside a maximum of 25% of nonresident deer and elk tags in a statewide pool for allocation to outfitted hunters in capped zones, controlled hunts, and general hunts.

• Unsold set-aside tags for general hunts may be sold to the general public by July 15; unsold allocated tags may be sold to the general public by July 31.

• Requires outfitters to submit applications with proper fees to allow their clients to purchase set-aside tags and establishes administrative fees of $5.00 per tag sold at point-of-sale and $20.00 per tag submitted for verification.

• Beginning January 1, 2021, all outfitted deer and elk tag use must be verified through purchase of allocated tags or outfitter-provided agreements recorded with the department to qualify for allocated tag use history.

• Directs the Idaho Outfitters and Guides Licensing Board to designate allocated deer and elk tags among authorized outfitting operations in a fair and equitable manner based on average use in capped zones or highest year use in controlled hunts over the previous two years.
