Lowers the age requirement for concealed handgun carry from 21 to 18 years old, allowing 18-20 year olds to carry concealed handguns without a license if they meet other eligibility requirements.

Exempts 18-20 year old Idaho residents and armed forces members from the license requirement for concealed carry, provided they are not disqualified under other statutory criteria.

Allows sheriffs to issue distinguishable licenses to 18-20 year olds that expire on the licensee's 21st birthday, with automatic renewal as an enhanced license upon turning 21.

Makes technical corrections including changing "which" to "that" in multiple sections and correcting cross-references to other Idaho Code sections.

Maintains all other existing requirements for concealed weapons licensing, background checks, and disqualifying conditions for applicants.
