Appropriates $78,592,100 total to the Division of Veterans Services for fiscal year 2020 (July 1, 2019 through June 30, 2020) from General Fund, Veterans Recognition Income Fund, Miscellaneous Revenue Fund, Veterans Home Endowment Income Fund, and Federal Grant Fund.

Authorizes the Division of Veterans Services to employ no more than 344.00 full-time equivalent positions during the fiscal year, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Authorizes cash transfer of up to $14,258,200 from the Idaho Veterans Recognition Fund to the Idaho Veterans Recognition Income Fund to provide state matching funds for establishing a fourth veterans home in north Idaho.

Requires funds remaining in the Veterans Recognition Income Fund at the end of fiscal year 2020 to remain in that fund rather than reverting to the Idaho Veterans Recognition Fund.

Reappropriates up to $7,496,100 in unexpended and unencumbered Federal Grant Fund balances from fiscal year 2019 for nonrecurring expenditures related to construction of a second veterans cemetery in southeastern Idaho.
